Pre-heat oven to 425ºF.
Sift flour, baking powder, sugar and salt into a large mixing bowl.
Rub margarine and shortening into the flour with your fingertips until resembling a coarse meal.
Combine eggs and milk in a separate bowl. Stir into the flour until the dough forms.
Fold in raisins.
Roll dough out to 1/2 inch thickness on a lightly-floured surface. Cut using a 2-inch round cutter and transfer them to a lightly greased baking sheet.
Bake for 10 to 15 minutes or until they are light brown.
Serve with Devonshire cream or butter and jam.
